His position has always been that his reforms should be “fundamental and far-reaching”. Without such reforms he has said that he would be prepared to advocate Brexit. Now, however, he says that he wants us all to agree that we are better off remaining in the EU.
Mr Cameron will need to be very careful that he does not inadvertently deceive the public. He will pay a heavy price if he does, and his reputation as an honest and straightforward leader may be seriously damaged.
